A meeting of the Seymour Town Board was held Monday; September 10, 2018. Notice was posted at, Seymour Town Hall, Township Fire Dept. Station 1- Seymour, and at www.townofseymour.orgunder “Agendas”.
Board members present were Sheila Running, Supervisor; and Gary Schulenberg, Supervisor. Chair Douglas Kranig was absent. Also present were Kerry Parker, Roads and Buildings Supervisor, Sue Larson, Clerk/Treasurer and 10 area residents.
Supervisor Running called the regular meeting to order at 7:00 p.m.
The Pledge of Allegiance was recited.
Supervisor Schulenberg moved to approve the minutes from the August 13, 2018 meeting. Motion seconded by Supervisor Running. Motion carried.
GENERAL PUBLIC COMMENTS - NONE
Supervisor Running asked to move to item 9 (a) on the agenda –“Hunting and Archery Permit Requests”.
· A motion was made by Supervisor Schulenberg and seconded by Supervisor Running to approve the Archery Permit for William Fitzmaurice of 1182 S. 42nd ave. Motion carried.
· A motion was made by Supervisor Schulenberg and seconded by Supervisor Running to approve the Archery Permit for Matthew Smith of 5273 Olson Drive. Motion carried.
· A motion was made by Supervisor Running and seconded by Supervisor Schulenberg to approve the Archery Permit for Douglas Bonnin of 3228 North Shore Drive. Motion carried.
· A motion was made by Supervisor Running and seconded by Supervisor Schulenberg to approve the Archery Permit for Art Zwiefelhofer of 4202 Parkwood Drive. Motion carried
· A motion was made by Supervisor Running and seconded by Supervisor Schulenberg to approve the Archery Permit for Dale Spatz of 913 Lockwood Ct. Motion carried
· A motion was made by Supervisor Running and seconded by Supervisor Schulenberg to approve the Archery for David Franz of 4701 Olson Drive. Motion carried
· A motion was made by Supervisor Running and seconded by Supervisor Schulenberg to approve the Archery Permit for Robert Bartlett of 3520 Tower Drive. Motion carried.
· A motion was made by Supervisor Running and seconded by Supervisor Schulenberg to approve the Archery Permit for Kenneth Ashley on his vacant 7 acre parcel on Woodward Ave. Motion carried
· A motion was made by Supervisor Running and seconded by Supervisor Schulbenberg to approve the Archery Practice Permit only for Jay Loftsgarden of 4790 Parkwood Drive. Motion carried
Item 9(b) – Conditional Use Permit - #CUP-0017-18 for Dennis Dokkestul for a Trucking/Transportation Cottage Industry at 13617 Olson Drive. A motion was made by Gary Schulenberg to direct the clerk to send a letter to Eau Claire County Planning and Development indicating the Town of Seymour has no objection to Conditional Use Permit #CUP-0017-18. Motion seconded by Supervisor Running. Motion carried.
FINANCIAL REPORT – Sue Larson reviewed the financial report with the Board. Report is attached and made a part of the record.
ROADS REPORT– Roads Supervisor Parker provided the following report:
· Tower Drive Culvert Project to begin October 1. Preconstruction conference planned prior to the beginning of construction
· Sealcoating done on Tower Drive and Town Hall parking lot
· Striping to be done in the next week.
· Chipseal complete on 135th and Oak Knoll Drive
· Roof repairs are being done on the Town Hall – should be done tomorrow
· Loren Gorell has been doing the excavating work for the new parking lot and retention pond for the ball diamond. He is donating his labor for this. At the same time he will complete excavation for the new ball diamond and this cost will be paid by the Seymour Ball Club.
· Water leak in the Rec Building. Certified Plumbing will be here this week to fix
BUILDING INSPECTOR REPORT – none
OLD BUSINESS
8(a) –Ambulance Service Contract – A motion was made by Supervisor Running and seconded by Supervisor Schulenberg to approve the Ambulance Service Agreement, as presented, with the City of Eau Claire for the period January 1, 2019 to December 31, 2028 and to have Chair Douglas Kranig execute the form upon his return. Motion carried.
NEW BUSINESS
9(c) A motion was made by Supervisor Running to add Lori Faith to the Election Commission for the remainder of this 2018-2019 term. Motion seconded by Supervisor Schulenberg. Motion carried.
9(d) A motion was made by Supervisor Schulenberg and seconded by Supervisor Running to approve the Operator’s License for Mai Chue Moua. Motion carried.
9(e)– Preliminary 2019 budget was reviewed by the Board.
